Despite this, they are definitely on a conquest, and it's stated that they've conquered much of the eastern seaboard, so they are clearly nation building, which is another thing that Bethesda failed us on as they didn't explain more about what exactly the BoS was now under Maxson. Despite this mission, it's debatable if they actually care about anyone outside of the Brotherhood and they often seem to harbor an aggressive, if not outright hostile attitude towards outsiders.
